A request by Dream Design International, Inc. to consider an application for a Preliminary Plat on Tracts A and B of Tract G of McMahon Subdivision, located in the NE1/4 SW1/4, Section 24, T2N, R7E, BHM, Rapid City, Pennington County, South Dakota, legally described as Tracts E-1, E-2 and G of McMahon Subdivision, located in the NE1/4 SW1/4, Section 24, T2N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located southeast corner of the intersection of Kathryn Avenue and Champion Drive.


STAFF RECOMMENDATION:
Staff recommends that the Preliminary Plat be continued to the January 2, 2007 City Council meeting as the stipulations of approval have not been met.

PLANNING COMMISSION RECOMMENDATION:

Planning Commission recommended that the Preliminary Plat be approved with the following stipulations:

1.

Prior to Preliminary Plat approval by the City Council, the plat labeling must be revised as required by the Register of Deeds office;

2.

All applicable provisions of the International Fire Code shall be continually met;

3.

Prior to Preliminary Plat approval by the City Council, all red line comments shall be addressed and the red lined drawings returned to the Growth Management Department;

4.

Prior to Preliminary Plat approval by the City Council, water plans prepared by a Registered Professional Engineer showing the extension of water mains must be submitted for review and approval. In addition, the water plans must provide calculations demonstrating that required domestic and fire flows are being provided; and,

5.

Prior to Preliminary Plat approval by the City Council, sewer plans prepared by a Registered Professional Engineer showing the extension of sanitary sewer mains and service lines must be submitted for review and approval. In addition, the sewer plans must demonstrate adequate capacity of the downstream wastewater system.
