A request by Sperlich Consulting, Inc. for Schriner Investments, LLC to consider an application for an Amendment to the Comprehensive Plan by revising the US Highway 16 Neighborhood Future Land Use Plan to allow a Planned Residential Development with a maximum of 1.27 dwelling units per acre in lieu of a Planned Residential Development with a maximum of one dwelling unit per acre on an unplatted parcel of land located in the SE1/4 NE1/4 NE1/4; NE1/4 SE1/4 NE1/4; excepting Tract B of Medicine Ridge, located in the NE1/4 NE1/4, SE1/4 NE1/4, Section 23, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located at the western terminus of Stumer Road.


STAFF RECOMMENDATION:
Staff recommends that the Amendment to the Comprehensive Plan be continued to the October 16, 2006 City Council meeting as the stipulation of approval has not been met.

PLANNING COMMISSION RECOMMENDATION:
Planning Commission recommended that the Amendment to the Comprehensive Plan by revising the US Highway 16 Neighborhood Future Land Use Plan to allow a Planned Residential Development with a maximum of 1.27 dwelling units per acre in lieu of a Planned Residential Development with a maximum of one dwelling unit per acre be approved with the following stipulation:

Prior to approval by the City Council, a Planned Development Designation application shall be submitted and approved for the subject property.
