A request by Stephen Mechem to consider an application for a Fence Height Exception to allow a six foot high fence in the required 25 foot front yard setback on Lot 11, Block 7, Mallridge Subdivision, Section 13, T2N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located at 4445 Dolphin Lane.


PUBLIC WORKS RECOMMENDATION:
Public Works recommended that the Fence Height Exception to allow a six foot high fence in the required 25 foot front yard setback be approved with stipulations. (Motion carried unanimously)

STAFF RECOMMENDATION:
Staff recommends that the Fence Height Exception to allow a six foot high fence in the required 25 foot front yard setback be approved with the following stipulations:
1.
Prior to Public Works Committee approval, a revised site plan shall be submitted showing the proposed fence located a minimum of 10 feet to the east of the west property line as it abuts Haines Avenue to ensure adequate separation from the street if Haines Avenue is expanded in the future;
2.
Staff is recommending that a revised site plan be submitted, for review and approval, showing a landscaping buffer between the proposed fence and Haines Avenue, prior to Public Works Committee approval; and,
3.
The finished sides of the fence shall face Haines Avenue and Country Road.
