A request by Dream Design International, Inc. to consider an application for a Amendment to the Comprehensive Plan by revising the South Robbinsdale Neighborhood Area Future Land Use Plan to change the land use designation on a 1.0 acre parcel from Office Commercial with a Planned Commercial Development to Public on property described by metes and bounds as starting from the center corner Section 24, Township 1 North, Range 7 East of the Black Hills Meridian, N52º10'52"E a distance of 1739.84 feet to the point of beginning; thence 83º15'56"E a distance of 276.46 feet; thence S59º06'14"E a distance of 286.69 feet; thence N66º07'09"E a distance of 35.13 feet; thence along the arc of a curve to the left whose radius point bears N23º52'51"W, having a radius of 500.00 feet, a central angle of 8º17'54" and an arc length of 72.42 feet; thence N44º05'09"W a distance of 171.27 feet; thence N83º15'56"W a distance of 303.07 feet; thence along the arc of a curve to the left whose radius point bears S1º11'17"E, having a radius of 851.82 feet, a central angle of 13º22'01" and an arc length of 198.73 feet to the point of beginning, containing an area of 1.0 acres, all located in the SE1/4 SE1/4, Section 24, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located northwest of Fifth Street and Catron Boulevard.


Staff recommends that the Comprehensive Plan Amendment be continued to the January 3, 2005 City Council meeting as the stipulaitons have not been met.

PLANNNING COMMISSION RECOMENDATION:
Planning Commission recommended that the Amendment to the Comprehensive Plan by revising the South Robbinsdale Neighborhood Area Future Land Use Plan to change the land use designation on a 1.0 acre parcel from Office Commercial with a Planned Commercial Development to Public be with one stipulation:

1. Prior to City Council approval, the applicant must obtain an approach permit for a full intersection onto Catron Boulevard west of 5 th Street.
