No. 03PL027 - Terracita Park Subdivision
A request by Renner & Sperlich Engineering Company for Walgar Development to consider an application for a Layout, Preliminary and Final Plat on Lot 2 of Block 1, Terracita Park Subdivision, Minnesota Street Right-of-Way, and Pedestrian Access and Utility Easement of the SW1/4 of the NW1/4 of the SE1/4 of Section 13, located in the SW1/4 of the NW1/4 of the SE1/4 of Section 13, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, legally described as the unplatted balance of the SW1/4 of the NW1/4 of the SE1/4 of Section 13, located in the SW1/4 of the NW1/4 of the SE1/4 of Section 13, T1N, R7E, BHM, Rapid City, Pennington County, South Dakota, more generally described as being located northwest of the intersection of 5th Street and Minnesota Street.

Staff recommends that the Layout, Preliminary and Final Plat be continued to the May 19, 2003 City Council meeting as the stipulations of approval have not been met.

PLANNING COMMISSION RECOMMENDATION:
Planning Commission recommended that the Layout, Preliminary and Final Plat be approved with the following stipulations:

Engineering Division Recommendations:
1. Prior to Final Plat approval by the City Council, a) the plat shall be revised to identify Minnesota Street right of way and a pedestrian access and utility easement to Alta Vista Drive, or the Layout, Preliminary, Final Plat request for the adjacent property to the west (03PL034) shall be approved by City Council in conjunction with this plat request; b) A non-access easement along Minnesota Street and Alta Vista Drive shall be identified on the plat as per the Street Design Criteria Manual prior to Final Plat approval;
2. Prior to Preliminary Plat approval by the City Council, the applicant shall revise engineering plans and the plat according to the redline comments for review and approval; and, the redline comments shall be returned to Engineering Staff;

Urban Planning Division Recommendations:
3. Prior to Final Plat approval by the City Council, a subdivision estimate form shall be submitted for review and approval; and,
4. Prior to Final Plat approval by the City Council, surety for any required subdivision improvements that have not been completed shall be posted and the subdivision inspection fee shall be paid.
